Mission:
Cedar Rapids/Linn County Solid Waste Agency established the Pollution Prevention Center (PPC) to provide for safe management and disposal of Household Hazardous Materials (HHM). This program was designed to provide HHM management and disposal services to Linn County residents and qualified businesses.
Goals:
- Reduce and prevent groundwater and soil contamination from hazardous chemicals.
- To keep Linn County residents safe from poisoning, explosion and fire.
- To provide information and guidance on HHM disposal and management.
- To divert usable HHM products from disposal through the Swap Shop.
PPC Background:
Cedar Rapids/Linn County Solid Waste Agency developed the Pollution Prevention Center (PPC) in 1997 with a grant from the Iowa Department of Natural Resources. This was in response to the success of toxic clean up days across the state. The Agency had realized the need to provide HHM management and disposal. The PPC opened in February 1998 and serviced 1,738 households that first year. In 2004, the PPC serviced 2,751 households. That is 4% of Linn County households and the national average is 2-3%. Since 1998, 15,575 households have been serviced. Tipping fees paid from landfill usage fund the PPC. This allows the Agency to make the residential program free. The average cost of household disposal is $60. The state also provides partial reimbursement for HHM disposal costs.
In July of 1999, the PPC expanded to collect wastes from small businesses. This service is geared towards Conditionally Exempt Small Quantity Generators (CESQG). These businesses can dispose of their HHM (fluorescent tubes, paints, solvents, etc.) at a reasonable cost.
